The Office of State Public Defender (OSPD) will be created as an independent office within the judicial branch on January 1, 2027. The 2025 FAIR Act, Public Act 104-0300, created the Office to provide for an effective public defense system throughout the State of Illinois. OSPD is charged with implementing uniform standards for trial-level public defense; systematically evaluating local needs and capacity; offering specialized support to local jurisdictions (i.e., investigation, mitigation, and expert witness assistance); and establishing clear and equitable procedures for distributing the Public Defender Fund, among other duties to ensure consistent, equitable, and high-quality defense services.
The Administrative Support Coordinator is a front‑line operational role responsible for performing core fiscal processing, administrative support, and hiring activities for the Office of State Public Defender. This position ensures timely and accurate processing of vouchers, invoices, payroll documents, hiring communications, and related administrative workflows. The role requires strong attention to detail, professionalism, and adherence to the Agency’s fiscal, travel, and timekeeping policies. Operating with oversight, this position works under the general supervision of the Deputy Chief Fiscal Officer.

The position is located in Springfield, Illinois. This position's headquarter location could change based on future operational needs.
The salary is commensurate with experience. The salary range for this position is $64,848 to $84,096. Up to 2 vacancies.
Current Available Shift:
The required working hours are Monday to Friday, 8:30 AM to 5:00 PM. The State Public Defender, in his or her discretion, may potentially approve a hybrid work schedule.

ESSENTIAL FUNCTIONS:
- Processes vendor invoices, verifies documentation, and submits materials for fiscal approval in accordance with OSPD procedures.
- Enters OSPD expenditure transactions following Illinois Office of the Comptroller (IOC) rules and guidelines.
- Processes travel vouchers, ensuring compliance with OSPD travel requirements, including itemization, receipt submission, electronic signatures, and deadline adherence.
- Processes obligations and files contracts with the Illinois Office of the Comptroller and maintains accurate records of financial transactions consistent with OSPD fiscal policies.
- Collects and verifies timecards and supporting attendance documentation.
- Processes payroll and payroll updates, additions, and changes, including pay rates, new hires, terminations, voluntary and involuntary deductions, and military pay and benefits changes according to pay schedules from the Illinois Office of the Comptroller.
- Enters payroll and benefit transactions, reviews entries, and audits for accuracy.
- Completes SERS retiree reports, benefit time payouts, and serves as liaison to the State Retirement Systems.
- Maintains knowledge of all state and federal payroll requirements, policies, rules, and procedures relevant to OSPD.
- Reviews incoming applications for completeness and collaborates with Human Resources regarding required follow‑up.
- Contacts prospective candidates to coordinate next steps, explain application requirements, and provide scheduling logistics.
- Schedules interviews with internal staff and external applicants; arranges meeting locations and ensures all supporting material is prepared.
- Drafts and sends employment offer letters as directed by hiring managers.
- Maintains accurate filing systems, records, and databases related to fiscal tasks, hiring workflows, and payroll processing.
- Provides front‑line customer service, responding to inquiries from applicants, vendors, and OSPD staff.
- Performs other duties as assigned.
EDUCATION AND EXPERIENCE:
Minimum Qualifications:
- Bachelor’s Degree from an accredited institution in Human Resources, Accounting, Business Administration, or a related field, or equivalent experience.
- Two years professional working experience in a public or private organization.
- Two years experience working in human resources, fiscal, or administrative support.
- Must possess a valid Illinois Driver’s License and demonstrate proof of automobile insurance to operate a personal vehicle on state business, as well as maintain a safe driving record.
Preferred Qualifications:
- Master’s Degree from an accredited institution in Human Resources, Accounting, Business Administration, or a related field.
- Four or more years professional experience in a public or private organization.
- Four or more years of professional experience working in human resources, fiscal, or administrative support.
- One or more years of experience working for a government body in payroll, human resources, or accounting.
OTHER KNOWLEDGE/SKILLS/ABILITIES:
- Effective oral and written communication, presentation, facilitation, and interpersonal skills.
- Ability to plan, organize, implement, and maintain a variety of functions and projects simultaneously and meet required deadlines and schedules.
- Ability to positively and professionally interact with co-workers.
- Working knowledge of Workers’ Compensation Act, FLSA, and other applicable laws.
- Proficient in the use of Microsoft Office products (i.e., Word, Excel, Access, PowerPoint, Outlook).
WORKING CONDITIONS/STRUCTURE:
- Ability to sit for extended time periods.
- Professional office working environment requiring telephone usage and ability to process written documents.
- Ability to travel, including overnight stays, as required.
