The Office of Statewide Pretrial Services’ (OSPS or Office) is a statewide office that provides pretrial services under the Pretrial Services Act, 725 ILCS 185. The Office’s mission is to assist in the administration of justice and promote community safety by ensuring fairness and equality in the pretrial process. OSPS prepares pretrial investigation reports for the courts and supervises individuals released from custody as directed by the court.

The Electronic Monitoring Section is staffed 24 hours a day, seven days a week. The shifts within the Electronic Monitoring Section are as follows:

  • Sunday to Wednesday, 6:00 AM to 4:00 PM
  • Wednesday to Saturday, 6:00 AM to 4:00 PM
  • Sunday to Wednesday, 2:00 PM to 12:00 AM
  • Wednesday to Saturday, 2:00 PM to 12:00 AM
  • Sunday to Wednesday, 10:00 PM to 8:00 AM
  • Wednesday to Saturday, 10:00 PM to 8:00 AM

FUNCTIONS INCLUDE

  • Ensures movement of electronically monitored defendants is routinely reviewed by staff.
  • Monitors alerts and notifications received from the electronic monitoring software, ensuring timely resolution.
  • Provides Instructions and Feedback on enrollment, electronic monitoring protocols and the proper handling of electronic monitoring alarms.
  • Communicates or directs communication with law enforcement for high level alerts.
  • Assigns staff to install, retrieve and remove electronic monitoring equipment.
  • Ensures data, including inclusion, exclusion and approved movement, entered into electronic monitoring software is complete and accurate.
  • Reports and works to resolve technical issues with the electronic monitoring vendor.
  • Notifies the Deputy Electronic Monitoring Chief and Electronic Monitoring Chief of high level alerts and violations.
  • Assigns and reviews the compilation of electronic monitoring progress reports and violation reports.
  • Attends and testifies at court hearing where the status of defendant’s pretrial release or conditions are determined, reviewed or evaluated, modified, or stricken.
  • Accesses LEADS and other criminal databases to identify new arrests within all OSPS counties and verify prior criminal history of defendants placed on electronic monitoring.
  • Responds to internal inquiries regarding pretrial operations, including the status of pending court cases and conditions of pretrial release.
  • Performs other duties as assigned.

EDUCATION AND EXPERIENCE

Minimum Qualifications:

  • A Bachelor’s Degree.
  • Four years professional working experience in a public or private organization.
  • A valid Illinois Driver’s License and proof of automobile insurance to operate a personal vehicle on state business, as well as maintain a safe driving record.
  • Proficient in the use of Microsoft Office products (i.e., Word, Excel, Access, PowerPoint, Outlook).

Preferred Qualifications:

  • Three years of supervisory experience, or, three years of OSPS Investigator experience.
  • Current certification as a LEADs operator.
  • Two or more years of working experience in pretrial services.
  • One year of electronic monitoring experience within the criminal justice system.
  • One year of supervisory experience in a public safety dispatch center.
  • A Master’s Degree.

PHYSICAL REQUIREMENTS

  • Ability to sit for extended time periods.
  • Professional office working environment requiring telephone usage and ability to process written documents.
  • Ability to travel, including overnight stays, as required.
