$66,288 - $73,044; starting salary commensurate with experience
The Office of Statewide Pretrial Services’ (OSPS or Office) is a statewide office that provides pretrial services under the Pretrial Services Act, 725 ILCS 185. The Office’s mission is to assist in the administration of justice and promote community safety by ensuring fairness and equality in the pretrial process. OSPS prepares pretrial investigation reports for the courts and supervises individuals released from custody as directed by the court.
The Human Resource Analyst supports a variety of HR functions, including recruitment, hiring, and onboarding. The Human Resource Analyst works under the supervision of the Hiring Manager within the Office of Statewide Pretrial Services.

Essential Duties: The Human Resource Analyst supports recruitment and hiring processes, maintains employee records, and ensures compliance with HR policies and employment laws. The Human Resource Analyst works under the supervision of the Hiring Manager within the Director’s Office.
Functions Include:
- Maintains confidential employee databases and physical and electronic files. Manages record retention requirements for human resource documents.
- Creates vacancy announcements and posts vacancy announcements to external sources.
- Receives and reviews application materials, including resumes, cover letters, letters of reference and college transcripts and maintains job applicant lists and application materials for vacancies.
- Screens applications based on minimum and preferred qualifications and schedules interviews.
- Responds to applicants, performs reference checks, and administers testing when requested.
- Assists with Continuous Service Date calculations and inter-agency transfer requests.
- Manages assigned job classification codes for newly created or reclassified positions.
- Adds new employees and maintains personnel change requests in HR/Payroll systems.
- Collaborate with hiring managers to determine hiring needs and role requirements.
- Generates a variety of letters and memos for Human Resources and the Director’s Office.
- Updates and maintains human resources processes and procedures, job descriptions, and other human resource related manuals.
- Reviews policies and practices to maintain compliance with federal, state and local employment laws and regulations.
- Performs other duties as assigned.
Education and Experience:
Minimum Qualifications:
- A Bachelor’s Degree in Human Resources or a related field from an accredited institution, or equivalent experience.
- Ability to be LEADS (Law Enforcement Agencies Data System) certified.
- Two years professional working experience in a public or private organization.
- Two years of experience working in human resources.
- Proficient in the use of Microsoft Office products (i.e., Word, Excel, Access, PowerPoint, Outlook).
- Must possess a valid Illinois Driver’s License and demonstrate proof of automobile insurance to operate a personal vehicle on state business, as well as maintain a safe driving record.
- Working knowledge of the Workers’ Compensation Act, the Fair Labor Standards Act (FLSA), and other applicable state/federal statutes and regulations.
Preferred Qualifications:
- A Master’s Degree in Human Resources or a related field from an accredited institution.
- Four years professional working experience in a public or private organization.
- Society for Human Resource Management (SHRM) certification or HR Certification Institute Certification (HRCI).
- Ability to positively and professionally interact with co-workers.
- Ability to maintain high standards of confidentiality and respond to change productively.
- Strong attention to detail.
Other Knowledge/Skills/Abilities:
- Effective oral and written communication, presentation, facilitation, and interpersonal skills.
- Ability to plan, organize, implement, and maintain a variety of functions and projects simultaneously and meet required deadlines and schedules.
- Ability to positively and professionally interact with co-workers.
- Demonstrated leadership skills including planning and priority setting, sound decision-making, problem-solving, and analytic and interpretive skills.
- Excellent organizational, time management, and interpersonal skills.
Physical Requirements:
- Ability to sit for extended time periods.
- Professional office working environment requiring telephone usage and ability to process written documents.
