I. BACKGROUND INFORMATION AND PURPOSE OF THE REQUEST FOR INFORMATION

The Office of Statewide Pretrial Services’ (OSPS or Office) mission is to assist in the administration of justice and promote community safety by ensuring fairness and equality in the pretrial process. OSPS is a statewide office that provides pretrial services, serving as the designated pretrial service agency under the Pretrial Services Act, 725 ILCS 185. The Office implements pretrial services throughout Illinois by employing direct service pretrial staff who conduct pretrial investigations and provide various levels of pretrial supervision and support. By January 1, 2026, OSPS will provide pretrial services in at least 84 of 102 counties in Illinois. (See Attachment G for a map of counties where OSPS will provide pretrial services.)

During calendar year 2026, OSPS projects it will provide supportive services to an estimated 10,000 criminal defendants who are released during the pretrial phase throughout the State of Illinois. OSPS is seeking information related to available services from certified Community Mental Health Centers and Substance Use Prevention and Recovery providers. Ultimately, OSPS is looking to secure the services of these providers to provide mental health and substance use evaluations to pretrial defendants as ordered by the court. This RFI offers an opportunity for these providers to partner with OSPS to help shape the future of pretrial support services in Illinois.

Pursuant to the Office of Statewide Pretrial Services Procurement Code, OSPS may award a contract through sole source procurement in geographic locations where only one provider has responded to this RFI. In geographic areas where multiple vendors have submitted a response to the RFI, OSPS may award contracts based upon competitive sealed bidding. OSPS may elect to proceed with information submitted pursuant to this RFI or may elect to solicit future bids based on the results of the RFI. Responding to this RFI is neither a requirement for participation in any future procurement nor a commitment by the State to initiate or award any subsequent contract.

Respondents are invited to provide information on services that align with the scope of this RFI. OSPS will evaluate the proposals and may make one or more awards for each type of provider solicited. These awards may be with a single or multiple vendors. In addition, respondents may share general insights, services, or best practices, even if such information is not specifically tailored to the State’s current needs.

II. SCOPE:

OSPS invites submissions from certified Community Mental Health Centers and Substance Use Prevention and Recovery providers. Submissions must be in two separate packets. The first packet must detail the services available within the agency, and the agency’s capacity to support individuals who may be court-ordered to complete an evaluation. It must not include any pricing
information. The second packet with pricing information must be submitted separately. Each document will be evaluated separately.

III. DESIRED INFORMATION:

• Types of mental health and substance use evaluation services offered.
• Types of mental health and substance use treatment and/or support services available.
• Types of services related to assisting clients in acquiring entitlements and other social determinants of health needs.
• Geographic areas of service delivery.
• Capacity to complete evaluations within one month of referral.
• Proposed referral workflow.
• Proposed workflow for record sharing.
• List of accepted insurances, including State and Federal.

IV. VENDOR RESPONSES:

Responses should include the following information:
• Pamphlets, brochures and other marketing documents detailing the full scope of services provided.
• Responses to this RFI should include a high-level description of current services.
• Responses to the RFI must separately include estimated costs that relate to this RFI.
• Any additional materials that would be relevant to the information listed in Part III of this RFI.
Additional information regarding responses:
• At the request of OSPS the respondents may be invited to provide an in-person or virtual presentation. If presentations are requested all respondents will be given the same opportunity to present their information. Performing a presentation, even if requested, is not a requirement of the response.

V. CONDITONS:

OSPS reserves the right not to procure any service as a result of this Request for Information. Failure to respond to the RFI does not preclude subsequent participation in any subsequent procurement process, nor does it obligate the State to initiate or award a future procurement.
OSPS shall not be responsible for any costs incurred by a Respondent to this RFI as a result of responding to the RFI.
