The Office of Statewide Pretrial Services’ (OSPS or Office) is a statewide office that provides pretrial services under the Pretrial Services Act, 725 ILCS 185. The Office’s mission is to assist in the administration of justice and promote community safety by ensuring fairness and equality in the pretrial process. OSPS prepares pretrial investigation reports for the courts and supervises individuals released from custody as directed by the court.

The required working hours for this position are:

Monday to Friday, 08:30 AM to 5:00 PM

Functions Include

  • Assists in the development, implementation, and evaluation of agency-wide human resources strategies, policies, and programs to ensure alignment with organizational goals, legal requirements, and best practices.
  • Develops and provides recommendations to the CHRO to maintain competitive and compliant pay structures.
  • Assists in overseeing and conducting internal investigations, ensuring consistency, fairness, confidentiality, and adherence to applicable laws and policies.
  • Collects, analyzes, and synthesizes key human resources metrics and workforce data.
  • Prepares reports and recommendations to support executive decision-making related to organizational development, and workforce management.
  • Oversee day-to-day HR operations, including recruitment, hiring, onboarding, offboarding, employee relations, timekeeping and retention initiatives, to ensure effective service delivery
  • Provides guidance and technical expertise to managers and supervisors on employee relations matters, performance management, corrective actions, and disciplinary processes, in coordination with the CHRO.
  • Serves in a supervisory capacity by providing direction, setting expectations, evaluating performance, coaching staff, and participating in hiring decisions and disciplinary recommendations, as assigned.
  • Assists in overseeing personnel actions, position management, job descriptions, and classification reviews to ensure accuracy, consistency, and compliance.
  • Supports workers’ compensation and unemployment insurance processes by assisting with claim coordination, documentation, and reporting requirements.
  • Performs other duties as assigned.

Education & Experience

Minimum Qualifications

  • A Bachelor's Degree in Human Resources or a related field from an accredited institution.
  • Ability to be LEADS (Law Enforcement Agencies Data System) certified.
  • Four or more years of supervisory experience in a human resources role.
  • Eight or more years of experience working in human resources.
  • Must possess a valid Illinois driver’s license and demonstrate proof of automobile insurance to operate a personal vehicle on state business, as well as maintain a safe driving record.

Preferred Qualifications

  • A Masters Degree in Human Resources or a related field from an accredited institution.
  • Nine or more years of experience working in human resources.
  • Five or more years supervisory experience.
  • Society for Human Resource Management (SHRM) certification or HR Certification institute Certification (HRCI).

Other Knowledge/Skills/Abilities

  • Effective oral and written communication, presentation, facilitation, and interpersonal skills.
  • Ability to plan, organize, implement, and maintain a variety of functions and projects simultaneously and meet required deadlines and schedules.
  • Ability to positively and professionally interact with co-workers.
  • Demonstrated leadership skills including planning and priority setting, sound decision-making, problem-solving, and analytic and interpretive skills.
  • Proficient in the use of Microsoft Office products (i.e., Word, Excel, Access, PowerPoint, Outlook).

Physical Requirements

  • Ability to sit for extended time periods.
  • Normal office working environment requiring telephone usage and ability to process written documents.
  • Travel within Illinois required.
  • Ability to travel, including overnight stays, as required.
