Illinois Office of Statewide Pretrial Services (OSPS)

The Office of Statewide Pretrial Services (OSPS) was created in 2021 by the Illinois Supreme Court. OSPS employs pretrial professionals across the state who prepare pretrial reports and supervise individuals arrested and released from custody before trial. OSPS also enforces the Pretrial Services Act, 725 ILCS 185, and reimburses county-based staff in local pretrial agencies.

In 2023, the Illinois General Assembly passed Public Act 103-0602 to make OSPS its own state agency within the Judicial Branch. The OSPS director is appointed for a four-year term by a majority vote of Illinois Supreme Court Justices.

OSPS’ structure consists of the Director’s Office, Division of Field Operations, and Division of Centralized Operations. The Director’s Office is responsible for the administrative operation of OSPS, including budgeting, personnel, legal, and physical services.

The Division of Field Operations includes multiple geographical regions, with pretrial staff located in more than 80 counties. The Division of Centralized Operations oversees the electronic monitoring, investigation, training and support sections. The Divisions are led by a Deputy Director, Assistant Deputy Directors and Section Chiefs. Staff within both Divisions provide direct services to clients and interact with judges, attorneys, social workers, law enforcement, circuit clerks, trial court administrators, probation officers and other court services personnel.
